Way to manage comment and track change

Dear supporter,
I'm checking the feature comment and tracking change on Syncfusion and want to have something like:
user make a comment, or change on their side, and then there will be another user ( admin) to track these changes, apply change, resolve comment...etc
Not sure how can we achieve this?

And also with the protection, how can I set a list of user - who can be comment/ make a change on the document
