dx.jar not found in build tools 33

I tried getting build tools 29 point something, which has dx.jar in it. I have to run the latest build version though. I tried copying the file into the 33 lib directory and that only creates some warning issues. I've been running visual studio 2017. Will upgrading to 2022 help? I'm about to do that right now to see what happens.
