comment doesnt render special characters propertly

Question

i add comments with speccial characters like ">" or "<" and export that comments. Then i import it and the comment shows the character code (&gt), even after decode or parse the comment.
after ispect the html i reallize that the import codify again the comment after render but in two steps, i mean "&gt" is showed in the html lije "&gt" so the comment shows "&gt"
