comment doesnt render special characters propertly

i add comments with  speccial characters like ">" or "<"  and export that comments. Then i import it and the comment shows the character code (&gt), even after decode or parse the comment. 
after ispect the html i reallize that the import codify again the comment after render but in two steps, i mean  "&gt" is showed in the html lije "&amp;gt" so the comment shows "&gt"

We were able to reproduce the reported issue “Special characters like < or > are imported incorrectly in the JSON and XFDF formats”. We will check and provide further details on March 18, 2022.
