Titlebar on Chromeless window is not working properly for FluentLight and FluentDark Themes.

When I set my ChromelessWindow UseNativeChrome to true and use a Fluent Theme. The upper half of my Title bar no longer works properly.

It still works fine on some of my older Nuget versions but not on version '19.4.0.52'.

You can not click on the top half of the X, minimize, and maximize buttons.

I changed back to an older Nuget version and now it is working fine no problem.
