there is more blank lines which is not needed.

Is it possible to pack the patch package on 19.1.63 or 19.1.x, because several of our projects use the 19.1.63 version, if we upgrade to the 19.3.x version, it may bring other risks in the production environment

We have included lot of changes(Features and Bugs) after 19.1.63 release. So, it is not possible to include this fix alone in 19.1.63 release changes. We will share the packages with mentioned version but it similar to upgrading your packages to latest version.
