System.Reflection.TargetInvocationException when trying to debug to Android Emulator using TabView

I have created a simple .NET MAUI app and have a TabView on my home page.  I have added the handler but got a warning as seen on the attached png.  I have set my Android SDK Build to 31.  When I run the app I get a System.Reflection.TargetInvocationException error.  Any ideas what I have done wrong?
