is there a possibility for the user to resize RowHeights analogous to ColumnSizing? I.e. click and drag the row to the preferred height, like AllowResizingColumn enables.

Currently, we don't have a support for "Resizing a row in SfDatagrid" but we can set the row height based on the content. Please refer to the below UG document.
