We have checked your reported ‘404 issue when navigate to Forum creation’ from our Blazor UG and it has been fixed at our end. It will be refreshed in our live at our Volume 2 2021 UG refresh which is scheduled on or before end of June 2021. We will update you once the UG has been refreshed.
Until then we suggest you use the below workable forum link for your purpose.
