Column Placement Orientation

Question

Im trying to figure out how to set the layout of a list of items for a PDF, I was planning to have a column for numbering, another column for a header and then another column for the body, what I am struggling with is I want the header to be above the body, example below.

I hope someone can point me in the right direction.
