Bullet not created when format changed could be caused by 

Steps to Reproduce:
  1. Select Bold format
  2. Write text
  3. Enter
  4. Remove Bold format
  5. Select Bullet (The bullet is not shown, but the bullet tab is created), code () is inserted in the HTML which seems to cause this behavior
  6. Press bullet again (The bullet is created but with an extra tab after it), more HTML code is inserted again
  7. Press bullet option a third time and we get an error in the console: "ERROR TypeError: Cannot read property 'textContent' of null"

We have validated your query and we are able to reproduce the reported issue and have considered “List not generated after enter key press and bold format changed” as a bug from our end and the logged the report for the same and the fix will be available in our patch release on 16th February.

We are currently facing complexity in fixing the bug “List not generated after enter key press and bold format changed”, we will implement the fix in the coming patch release on 23rd February.

We are still facing complexity in fixing the bug “List not generated after enter key press and bold format changed”, we will include the fix in the 2021 Volume 1 main release which will be available by the end of March.

We have resolved the reported issue “List not generated after enter key press and bold format changed” with the package version 18.4.48.   
Can you please upgrade your package to this version to resolve the issue on your end?
