Is is possible to have a a tooltip, infotip or hint in every widget?

Yes, it is possible to add tooltip in a widget. Please refer the below UG link for adding tooltip in a widget.

We can add Information about a widget as a hint in the widget’s description and it show in tooltip like the below image. Please refer the below UG link for chart and it is applicable for all widgets
