We have checked your reported problem and it was a known issue in Tooltip component. We have resolved and included the fix for this issue in our Volume 1 Beta release(v18.1.0.36).

We have made some common breaking changes in all EJ2 components in this release. Refer the below link to know about the changes.
To access the enhanced functionalities of Tooltip component, we suggest you to update the Syncfusion.Blazor NuGet package to its latest version (v18.1.42) in your application.
