Responsive UI in WinForms layout

Hello,
I looked over the forum and couldn't find a question like this. I am doing an application that is WinForms (a plugin for Outlook). Eventually, I will do a plugin for outlook.com (web forms). I would like the two to look the same.
Therefore is there a way for the WinForms controls to be responsive. For example to have a minimum width, and when I maximize to have on the left side and right side margins similar to Boostrap on the web? 
In other words, I am looking to add an automatic margin on the left side and right side and the controls to stay always in the middle (not necessarily looking for Docking.Fill).

Any guidance on how this can be accomplished is greatly appreciated,
