Is this something that might be supported in a near future release? Or, is there any other way to provide a "free form" repeater-type control (like a Grid, but the user can arrange the controls on the design surface as they would like?)

Hi Andy,
We have plans to implement this unsupported report items in any of our upcoming releases. The requested List Report Item for web designer will be implemented and available in our 2019 Volume 1 release.
