Can wpf controls be used to create a Chrome like tabs, as shown in attachment

Yes, we can use TabControlExt control which is available in WPF platform to create chrome like Tabs. You can create New Tab at run time by enabling "IsNewButtonEnabled" property of TabControlExt. Also, TabControlExt have Reordering the tab items, Editable Header and numerous support. You can find more details about TabControlExt from below link,
