DateTime Axis advances date by an hour

I have a collection of ChartDataPoints. Using a DateTime Primary series. My collection data set has the correct datetime values but when the chart is displayed, the axis labels are advanced by an hour. The axis interval type is set to minutes and the interval value is set to 1. 

Is this a bug?
