RowHeightsChanging is never called if ResizeRowsBehavior = GridResizeCellsBehavior.ResizeAll

Hi,

the event RowHeightsChanging is never called if the ResizeRowsBehavior is set to ResizeAll.
Why?

We are able to reproduce the issue from our side. Kindly, create an incident in Direct Trac, where would be able to provide the patch and resolve the issue.
