The Tooltip can be set for overflowed BarItem by handling its Selected event.

C#

void item_Selected(object sender, EventArgs e)
{
    BarItem item = sender as BarItem;
    SetToolTipInfo(item);
    tp.SetToolTip(item, info);
}
private void SetToolTipInfo(BarItem barItem)
{
    info.Body.Text = barItem.Text;
    info.BackColor = ColorTranslator.FromHtml("#ffffe1");
    info.BorderColor = Color.Transparent;
    tp.ToolTipDuration = 750;
}

 VB

Private Sub item_Selected(ByVal sender As Object, ByVal e As EventArgs)
    Dim item As BarItem = TryCast(sender, BarItem)
    SetToolTipInfo(item)
    tp.SetToolTip(item, info)
End Sub
Private Sub SetToolTipInfo(ByVal barItem As BarItem)
    info.Body.Text = barItem.Text
    info.BackColor = ColorTranslator.FromHtml("#ffffe1")
    info.BorderColor = Color.Transparent
    tp.ToolTipDuration = 750
