Blazor sidebar triggers "OnClose" event incorrectly (both when sidebar opens and closes)

Hello,

I'm using the latest v18.2.56 Blazor package.
I noticed that the sidebar events for open and close are not consistent.

"OnOpen" event triggers as expected.
"OnClose" event does NOT trigger as expected.
Actually it triggers both when the sidebar opens and closes.

We have checked your reported problem with sidebar component (Close event does not triggered properly). We have consider this as a bug from our end. It will be included in our first weekly release after Volume 3 release which is expected to be released at the first week of October 2020.

We are glad to announce that our patch release (V18.3.42) is rolled out successfully. In this release, we have included a fix for “Close event is triggered when the sidebar is in closed state”. To access this fix, we suggest you to update the (Syncfusion.Blazor) package to the latest version (V18.3.42).
