Can we make the dialog "Always on top" without making it modal?

We have a dialog with a textarea for the user to take notes. They will be utilizing the rest of the application while this dialog remains open at all times. However, on clicking of some rel='nofollow' hrefs in the main window the ejDialog disappears (assuming its z-index is changed somehow). 

Is there away to force it to always be on top without making it modal ( user still needs to be able to access page behind it).

Based on the shared screenshot, we have prepared a simple sample and tried to reproduce the issue, but unfortunately we were not able to reproduce the issue.  

 

Please share us the below asked details as the supplied information is to isolate the issue. 

 

1. You have mentioned that on clicking some rel='nofollow' hrefs in the main window – could me be more specific on that rel='nofollow' href, whether it opening a new page or navigating to other modules or opening a new popup like control.
2. What is main window that you have mentioned – whether it is another main page or parent dialog/popup holding other dialog?
3. Since you suspect that z-index is changed, can you please explain on any user interaction or other component’s pop up that might override the z-index of Dialog?
4. We also request you to share the issue reproducible video and your sample code, so that we can validate on the reported scenario to provide an alternative solution.

interestingly it does work now. I had to expand the target container to cover the more real estate so the initial dialog opens center screen. Appears to be good now.
