Add StartCrop / EndCrop

Currently the ImageEditor provides a ToggleCropping method to change the state of the Cropping tool.

However I can't find a way to tell which state it is in.

In my case I need to make sure that the user has cropped the image to a square before they can save the image. So I would disable the "Save" until I turned on the Crop tool and executed the Crop command.

A way of Implementing StartCrop/EndCrop as 

StartCrop(Rectangle) or StartCrop(xRatio, yRatio)

EndCrop(bool acceptCrop)
