Improve the ripple effect when using the EffectsView with ListView

Currently ripple effect will render during the touch start. While using this inside list view, even while scrolling, ripple effect is rendering. This should be changed as, ripple should occur after a delay. During this delay, if touch move is detected, ripple should not occur.
