Why fail installation if start menu shortcuts cannot be created?

What is the thinking behind the decision to fail the entire installation if start menu shortcuts cannot be created?

Error 1303. The installer has insufficient privileges to access this directory: C:\Users\User\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Syncfusion Control Panel 17.3.0.14. The installation cannot continue. Log on as administrator or contact your system administrator.

I am the administrator and I removed access precisely because I don't want installers to create start menu shortcuts without my approval. Well behaved installers have a check box asking if start menu shortcuts should be created...
