Customized tooltips aren't displayed properly for bar items and parent bar items

Customized tooltips aren’t displayed for any of the bar items in the toolbar, but it is displayed only for the combo box bar item. The problem occurs only when the toolbar contains a combo box bar item. By default, the tooltip should be displayed while hovering any of the bar item.
