Text added to photo stays in fixed position/size when window is resized

Steps:
  1. Open the Image Editor with an image.
  2. Add text to the photo.
  3. Resize the window.
Actual Results:
  • The text is not resized alongside picture, unlike pen marks and shapes.
Expected Results:
  • The text is resized properly.
