[UWP] Zooming in causes border size of a shape to change

Steps to Reproduce:
  1. Open the Image Editor with an image.
  2. Add a shape to the photo.
  3. Zoom in on the photo.
  4. Tap the shape again.
Actual Results:
  • The border size of the shape changes.
Expected Results:
  • The border size of the shape does not change.
