The event 'beforeOpen' is not triggered after args.cancel as true

After e.cancel is set to true, the beforeOpen event is not triggered properly and popup also not opened. 
To reproduce the issue, follow the below steps.

  1. 
    Click the dropdown button
  2. Close the popup. 
  3. When you click again,  the dropdown popup is not opened.
