Not able to prevent editor open action using OnPopupOpen event

When we want to prevent the opening of editor window for particular scenario, setting args.Cancel as true will prevent the open action of the window.

Currently it is not possible to prevent the opening of editor window using OnPopupOpen event as args.Cancel = true not working properly.
