4.7 .NET framework support for WinForms controls

Currently, WinForms conrols are supported for high Dpi support. Moreover, 4.7 .NET framework supports the following events to get notify for the Dpi changes for PerMonitor,

Form.DpiChanged

Control.DpiChangedBeforeParent

Control.DpiChangedAfterParent

To avail these events and all other high Dpi related enhancements from framework, 4.7 .NET framework support for WinForms controls needs to be provided.
