Cursor changes to grabbing cursor when moving from overview to diagram area

The cursor unexpectedly changes to a "grabbing" (drag) icon when moving the pointer from the Overview panel to the main Diagram area. This behavior indicates an incorrect interaction state transfer between the Overview and Diagram components, even when no drag operation is active.
