Support for Get/Set Cursor Position in Blazor RichTextEditor

Description

 

The Xamarin RichTextEditor previously supported a CursorPosition property to get and set the cursor location. The Blazor RichTextEditor currently does not support getting or setting the cursor position. Adding this capability would enable programmatic control over cursor placement within the editor.
