PdfViewer does not pan/zoom or allow data entry when in a StackLayout

HI,

In our app, we have a PdfViewer inside a StackLayout so we can include some other components at the top of the page. Without the StackLayout the PdfViewer works fine but then we do not have the components at the top of the page. With the StackLayout, we have the components but the PdfViewer seems disabled - no pan/zoom or editing.

I am including a repro based on a sample I got from SF. It fails in iOS and Android. It works in UWP.

Oh - I just found this out: in Android, if I restrict finger activity to the top 2 - 2.5 cm. of the pdf it seems to work. Unfortunately, our clients would not accept that kind of behavior.
