User Handle support in SfDiagram Xamarin Forms UWP

User handle in SfDiagram Xamarin : User handles are customizable handles which can be used to perform custom actions and also default clipboard actions. 

1. The User handle support has been provided in Xamarin forms Android and Xamarin forms iOS. The same has to be supported (API and user handle customization) in SfDiagram Xamarin forms UWP
