Provide support for baseline initial load date validation on weekends and holidays

Currently, the baseline is rendered on the Gantt Chart based on the provided initial date without considering weekends and holidays. However, in Microsoft Project, the baseline initial load date is validated against non-working days, and the baseline is rendered accordingly.

To align with this behavior, we need to provide support for initial load date validation for baselines, ensuring that weekends and holidays are taken into account when rendering the baseline on the Gantt Chart.
