Support inline toolbar display for both caret placement and text selection

Currently, the inline toolbar in Rich Text Editor  can be displayed based on the onSelection property:

  • When onSelection is true, the toolbar appears only when text is selected.
  • When onSelection is false, the toolbar appears whenever the editor area is clicked, regardless of text selection.

However, there is no option to display the inline toolbar in both scenarios—when the caret is placed in the editor and when text is selected.
