Fixed height support for JavaScript Dashboard Layout component

Currently, we have no support to maintain the same height for the dashboard panels on window resize or dynamically. 

We need to provide the fixed height support for Dashboard Layout component on the initial rendering and window resizing scenario/Dynamically.
