Support Persistent Height and Width for Notes in Spreadsheet Cells

Description:

Currently, when a user resizes the notes container in a spreadsheet cell, the updated height and width are not retained after interacting with another cell. Instead, the notes revert to their default dimensions, causing the customized size to be lost.

This enhancement aims to provide support for maintaining the resized height and width of the notes container across cell interactions. Once a note is resized, its dimensions should persist until explicitly changed by the user, ensuring a consistent and predictable user experience.
