Provide support for Arrow annotation direction flips through public methods after save/reopen

Arrow annotations sometimes flip direction after saving and reopening - position and endpoints stay the same, but head and tail swap. Need to provide support for provide flip direction in drawArrow, drawEllipse etc...public methods.
