Always Show Scrollbar in SfAutocomplete and SfComboBox Dropdown Validated

Currently, in the .NET MAUI `SfAutocomplete`

and `SfComboBox`

control, the dropdown scrollbar works differently on each platform.

* On Windows and macOS, the scrollbar is always visible.

* On Android and iOS, it only appears while scrolling and disappears afterwards.

It would be helpful if the scrollbar remained visible on Android and iOS as well, so the experience is consistent across all platforms.
