Provide Semi-Circular Mode Support for WPF Polar Chart

Enhance the WPF Polar Chart control by adding support for a semi-circular rendering mode. This feature will allow users to visualize polar data in a half-circle layout, improving readability and offering more flexible charting options for specific use cases.

  1. Polar chart renders correctly in semi-circular mode. [with specified start and end angle]
  2. Axis labels, grid lines, and data points adjust to mention angles.
  3. No regressions in full-circle mode or other chart features.
  4. Feature is validated across supported WPF versions and themes.
