Implement Striped/Hatched Pattern Support in Flutter Chart

Introduce support for striped and hatched pattern rendering in SfCartesianChart series to enhance accessibility and improve data distinction beyond color. This feature aims to support users with color vision deficiencies, low vision, and those relying on tactile graphics or screen readers and also other users expect to change default UI, making charts more inclusive across real-time applications.
