Need to provide support for EnableHTMLSanitizer for In-PlaceEditor component

When we try to enter values containing < or > symbols in the In-Place Editor, the content is not displayed properly.
However, in the EJ2 In-Place Editor, these symbols are displayed correctly because it supports the enableHtmlSanitizer property. When this property is set to false, the < and > symbols are blocked otherwise it allowed the < and > symbols.
