(Mobile) Support to handle the built-in Sticky Note annotation's text editor dialog

Currently, the built-in Sticky Note annotation's text editor dialog opens upon tapping the sticky note.

  1. Introduce an event that allows suppression of the default text editor dialog triggered by tap actions.
  2. Enable programmatic control to open the built-in text editor dialog through custom actions defined at the application level.
