Provide support for auto validation restriction

The user attempted to restrict auto validation when two tasks are connected by a dependency. In such cases, when Task A is moved, Task B's dates are automatically adjusted. However, the requirement is to update only the offset for Task B without changing its actual dates.

We need to provide support for restricting auto validation behavior in the Gantt chart to meet this requirement.
