Implement Clear Button Clicked Event for .NET MAUI SfNumericEntry

Add support for a ClearButtonClicked event in the .NET MAUI SfNumericEntry control. This event should trigger prior to value reset, enabling conditional logic such as cancellation confimation. It enhances control over user input and prevents unintended data loss.
