Provide an event to detect scrollbar top position in the Angular Chat UI

Currently, we don't have an event when the scrollbar's hit's top to load more messages.
Need to p
rovide an event to detect, when message loading is initiated when it hits the scroll top and allow to load the dynamic messages if the property is affected in the callback event.
