Need to provide support for drag selection within the frozen section of the grid

Enhance the Data Grid functionality to support drag selection within the frozen section. Currently, when FrozenRows is enabled, the drag selection feature and the associated events — RowDragSelectionStarting, RowDragSelectionCompleting, and RowDragSelectionCompleted — are not triggered as expected. This feature task aims to ensure that these events reliably occur during drag selection in the frozen portion of the grid. 

Actual Output: When performing a drag selection in the frozen portion of the grid, the expected drag selection events (RowDragSelectionStarting, RowDragSelectionCompleting, and RowDragSelectionCompleted) are not triggered. This results in an inability to properly utilize drag selection functionality when interacting with frozen rows.


Expected Output: The drag selection feature should function seamlessly in the frozen portion of the grid, with all related events — RowDragSelectionStarting, RowDragSelectionCompleting, and RowDragSelectionCompleted — being triggered as expected. This would ensure consistent and expected behavior across both frozen and non-frozen sections of the grid.
