If TableSummaryRow.Title is set, the row should be rendered even if SummaryColumns.Count is zero, since the title serves a legitimate display purpose (e.g., Beginning Balance).

I am creating a general journal ledger where I am displaying the account balance as the header and the ending balance, along with totals of debits and credits in the footer.  The bottom summary renders just fine, however the top summary will not render unless I put a dummy GridSummaryColumn in the collection.

Since you may want to use a summary row to provide important feedback to the user, the Title should be shown no matter if there are other columns are required.
