Support to change the tooltip alignment for nodes in Symbol Palette

Currently, the tooltip of symbols in the symbol palette will display at the bottom right corner of the symbols, and there are no properties to align tooltip positions for nodes within the Symbol Palette. We propose adding support to customize tooltip alignment for nodes within the symbol palette to enhance layout flexibility and user experience.
