Provide Pan Gesture support for SfDateTimePicker on Windows

The SfDatePicker currently supports only mouse scroll or tap gestures to scroll the picker component on Windows. Pan gesture support is fundamental for scroll behavior on Xamarin, and it is needed for the same functionality on .NET MAUI.

Expected Behavior: User should be able to hold and drag the picker columns to select the required value.
